The African Union Peace and Security Council on Sunday rejected foreign interference in Sudan's internal affairs and attempts to establish parallel entities or governments that could undermine the country's unity and sovereignty.
The position was conveyed during a meeting between Sudan's Sovereignty Council Chairman Abdel Fattah #al_Burhan and an African Union Peace and Security Council delegation led by Algerian diplomat Mohamed Khaled at the presidential palace in the capital Khartoum, according to a statement from the Transitional Sovereignty Council.
Khaled, the council's rotating chair, described the meeting as "fruitful," saying it addressed several issues related to peace, security and stability in Sudan. He reiterated the council's condemnation of any foreign interference in Sudan's internal affairs, saying such intervention "fuels the conflict."
Khaled also affirmed the council's rejection of attempts to create parallel entities or governments that could undermine Sudan's unity and sovereignty.
"The only path to achieving lasting peace in Sudan is through dialogue, national reconciliation and reaching a comprehensive political settlement that meets the aspirations of the Sudanese people," he said.
He welcomed steps related to a peace initiative and the government's return to performing its duties from Khartoum, describing the move as "pivotal" to restoring the functioning of state institutions and providing essential services to citizens.
Khaled called on the government and political forces to make the transitional process more inclusive and work toward a national consensus leading to a constitutional system through free and fair elections.
Earlier Sunday, Sudanese Prime Minister Kamil Idris told the council's delegation that a Sudanese-Sudanese dialogue would "begin soon."
Sudan has been engulfed in war since April 2023 between the army and the paramilitary Rapid Support Forces (RSF) over plans to integrate the latter into the regular military.
The conflict has killed tens of thousands of people and displaced around 13 million, according to UN estimates.

أعلن رئيس مجلس السيادة الانتقالي، القائد العام للقوات المسلحة، الفريق أول عبد الفتاح البرهان، موافقة القيادة على مبادرة وطنية سودانية خالصة تقدمت بها مجموعة من أبناء وبنات الوطن، تهدف إلى إطلاق حوار سوداني–سوداني شامل، وصولاً إلى توافق وطني واستكمال مؤسسات الحكم، وفي مقدمتها تشكيل المجلس التشريعي.
وأكد البرهان، في كلمة وجهها إلى الشعب السوداني وأفراد القوات المسلحة بمناسبة الذكرى الـ72 لتأسيس الجيش، أن الدولة ستوفر جميع الضمانات القانونية والأمنية واللوجستية اللازمة لإنجاح الحوار وضمان استقلاليته، مشدداً على أن الحكومة لن تتولى تنظيم الحوار أو صياغة أجندته، وإنما ستقتصر مهمتها على تيسير العملية وحماية المشاركين فيها.
وفصّل رئيس مجلس السيادة طبيعة الضمانات القانونية التي ستُمنح للمشاركين، محدداً إياها في ثلاثة محاور رئيسية:
أولاً: وقف الإجراءات الجنائية وإسقاط التهم
وأوضح البرهان أن وقف الإجراءات الجنائية وإسقاط التهم لا يُعد عفواً قانونياً، إذ إن العفو يفترض صدور إدانة بموجب حكم قضائي، وإنما يتعلق بوقف واستكمال الإجراءات الجنائية المعلقة بحق المشاركين، بما يتيح لهم الانخراط في الحوار دون أن تشكل تلك الإجراءات عائقاً أمام مشاركتهم.
ثانياً: الحصانة الإجرائية المؤقتة
وتتضمن منح المشاركين حصانة إجرائية مؤقتة خلال فترة الحوار، بما يتيح لهم المشاركة بحرية ودون خشية من الملاحقة المباشرة. وأكد البرهان أن هذه الحصانة لا تعني إسقاط حقوق الأفراد أو الشاكين في البلاغات والقضايا الخاصة، وإنما تهدف إلى توفير الحماية القانونية اللازمة لضمان مشاركة الأطراف في الحوار.
ثالثاً: الحصانة الموضوعية وحرية التعبير
وتشمل منح المشاركين حماية قانونية كاملة ودائمة تجاه الآراء والمواقف والمقترحات التي يطرحونها داخل جلسات الحوار، بما يضمن حرية التعبير والنقاش دون خشية من التعرض لملاحقة مستقبلية بسبب ما يطرحونه خلال العملية الحوارية.
وأكد البرهان أن هذه الضمانات تأتي في إطار تهيئة بيئة آمنة ومستقلة للحوار، بما يسمح بمشاركة مختلف الأطراف وفتح الطريق أمام توافق وطني يمكن أن يسهم في استكمال مؤسسات الدولة وترسيخ مسار سياسي سوداني جامع.

The Chairman of the Transitional Sovereignty Council and Commander-in-Chief of the Armed Forces, Lieutenant General Abdel Fattah al-Burhan, announced the leadership's approval of a purely Sudanese national initiative put forward by a group of the nation's sons and daughters, aimed at launching a comprehensive Sudanese-Sudanese dialogue leading to national consensus and the completion of governing institutions, foremost among them the formation of the Legislative Council.
In an address to the Sudanese people and members of the armed forces on the occasion of the army's 72nd founding anniversary, al-Burhan affirmed that the state would provide all necessary legal, security, and logistical guarantees to ensure the dialogue's success and safeguard its independence, stressing that the government would not organize the dialogue or draft its agenda, but would limit its role to facilitating the process and protecting its participants.

Rather, it concerns the suspension and resolution of pending criminal proceedings against participants, allowing them to engage in the dialogue without such proceedings standing as an obstacle to their participation.
Second: Temporary Procedural Immunity
This involves granting participants temporary procedural immunity for the duration of the dialogue, enabling them to take part freely and without fear of direct prosecution. Al-Burhan affirmed that this immunity does not mean the loss of individuals' or complainants' rights in private reports and cases, but rather aims to provide the legal protection necessary to ensure the parties' participation in the dialogue.
Third: Substantive Immunity and Freedom of Expression
This includes granting participants full and permanent legal protection for the opinions, positions, and proposals they put forward within the dialogue sessions, guaranteeing freedom of expression and discussion without fear of future prosecution over what they raise during the dialogue process.
